Board of Trustees Meeting

August 14th, 2018

 

Meeting called to order by Mayor Chris Tuter at 7:00 p.m. on August 14, 2018.

 

(The Pledge of Allegiance was recited in the Fire Department Board meeting prior to this meeting.)

 

Answering roll call:  Mayor Tuter and Trustees Lisa Cookson, Shelly Cookson, Norma Crockett, and Rick Trevathan.   Quorum was declared.  Police Chief Larry Sanders and Town Clerk Carrie Ker were present.  Lacey Miller and Pattie Miller were signed in, as well as, no visitors were signed in to speak.                                                                                                                                                                                                                    

 

  1. Hear Police Department report and possibly act on any request or recommendations- 34 calls, 1 hit and run, 42 citations written, 13 arrest made, 2 burglaries reports, 2 Larcenies reports, 5 agencies asst, 6 agencies asst me, 5 motorist assists, 4 hours in court city, 0 hours in school, 332 hours worked, 233 reserve hours worked, 3 impounded cars, 1 storm watch, 0 clean property, Approx mileage on the police units, Unit 1 06 Dodge Ram- 2,313, Unit 2 03 Ford crown vic- 60, Unit 3 08 Ford Expedition- 853, Unit 4 06 Ford Five Hundred- 2,104 and Unit 5 15 Ford SUV- 859. Recovered Stolen gun from BMR, recovered stolen Golf cart took unit 2 and unit 3 out serves had 2 weekend for the 4th of July and Aquapalooza and helped recover stolen 4 wheeler.  Took Unit 2 and 3 out of service. 
  2. Review Maintenance Reports of Police vehicles, maintenance department vehicles and equipment.- Passed due to not having all backup prepared.

 

  1. Trustee Martin made a motion, with Mayor Tuter, seconding the motion, to limit the funds to be used for vehicle repairs- up to $1000 for limit of funds per instance on repair bills without board approval. Anything above $1000 to be approved by the board before. Voting; Tuter, yes; Cookson, yes; Martin, yes; Trevathan, yes; Crockett, yes. Motion carried.

 

  1. Trustee Martin made a motion, with Mayor Tuter, seconding the motion, to deny  the  replacement of the transmission in Ford Expedition 2009.  Move to surplus the 2009 Ford Expedition and replace.  We will write a letter to Mayes County giving them 10 days to come and take the donation of the vehicle back per the agreement. Voting; Tuter, yes; Cookson, yes; Martin, yes; Trevathan, yes; Crockett, yes. Motion carried.

 

  1. Trustee Cookson made a motion, with Trustee Crockett, seconding the motion, to surplus the 2003 for crown Victoria. Voting; Tuter, yes; Cookson, yes; Martin, yes; Trevathan, yes; Crockett, yes.  Motion carried.

 

  1. Trustee Trevathan made a motion, with Trustee Martin seconding the motion, to bid $600 on 2005 crown Victoria police unit discussedt that Langley has for sealed bid. Voting:  Tuter, yes; Cookson, yes; Martin, yes; Trevathan, yes; and Crockett, yes .  Motion carried.

 

  1. Mayor Tuter made a motion, with Trustee Cookson seconding the motion, to move to hire the 3 new reserve police officers per Larry’s recommendation.  Voting:  Tuter, yes; Cookson, yes; Martin, yes;Trevathan, yes; and Crockett, yes.  Motion carried.

 

  1. Mayor Tuter’s report- Aquapolooza went well and trouble at a minimum. No issues in town and the town came together well and made the people feel welcome.

 

 

  1. Approval of Consent Agenda.
  2. Trustee Trevathan made a motion, with Trustee Crockett seconding the motion, to approve the meeting minutes from regular session on July 10th, 2018. Voting; Tuter, yes; Cookson, yes; Martin, obstain due to absence; Trevathan, yes; Crockett, yes. Motion carried.

 

Quorum being declared Trustee Trevathan dismissed himself due to a family emergency @ 8:10 pm.

 

  1. Trustee Martin, made a motion, with Trustee Crockett, seconding the motion, to approve the Financial Statements for July 2018 including Estimate of needs. Votin; Tuter, yes; Cookson, yes; Martin, yes; Trevathan, yes; Crockett, yes. Motion carried.

 

  1. Trustee Martin made a motion, with Trustee Crockett,  seconding the motion, to approve the Purchase Orders with the Omission of PO#12754, the Omission of PO#12776, 12784, 12783 due to County paying for these.  PO# 12726, 12727, 12728 are approved with the fees substantiating the regulatory fees. Voting; Tuter, yes; Cookson, yes; Martin, yes; Crockett, yes.  Motion carried.

 

  1. brief recess to find and fix information on the PO list.
  2. Trustee Martin made a motion, with Trustee Cookson seconding the motion, to resume the board of Trustee meeting at 8:25pm. Voting; Tuter, yes; Cookson, yes; Martin; yes; Crockett, yes.  Motion carried.

 

  1. Mayor Tuter made a motion, with Trustee Martin, seconding the motion, to approve the cabins, (cottages) that were placed on the residence of 247 Wall street in Dinsney, to remain on the property for use as overflow and not used as rentals with payment made for moving fee of the cabins.   Voting; Tuter yes; Cookson, yes; Martin, yes; Crockett, yes.  Motion carried.

 

 

11.Trustee Martin made a motion, with Trustee Cookson, seconding the motion, to approve the change in the ordinance relating to part 3, Chapter 1, Alcohol Beverages and Amending Section 3-109-Consumption of Intoxicating Alcoholic Beverage in Public Places, and declaring an emergency. This is the final.   Voting; Tuter, yes; Cookson, yes; Martin, yes; Crockett, yes.  Motion carried.    

 

  1. Mayor Tuter made a motion, with Trustee Martin, seconding the motion, to approve the Emergency Clause for Ordinance 2018-03. Voting; Tuter, yes; Cookson, yes; Martin, yes; Crockett, yes. Motion carried.

 

  1. No motion made at this time due to agreeing to no increase at this time on the electric outlets for off-road events. Pulling reports for a yearly reading from REC for this issue. To be readdressed in December 2018 and added to the December 2018 agenda.

 

  1. Mayor Tuter made a motion, with Trustee Cookson seconding the motion, to approve Carrie A. Ker as a signature on the Town of Disney bank accounts at American Bank of Oklahoma. Voting: Tuter, yes; Cookson, yes; Martin, yes; Crockett, yes. Motion carried.

 

  1. Mayor Tuter made a motion, with Trustee Cookson seconding the motion, to approve Carrie A Ker as signature on the Town of Disney . Voting: Tuter, yes; Cookson, yes; Martin, yes Crockett, yes.  Motion carried.

 

  1. Mayor Tuter made a motion, with Trustee Martin seconding the motion, to contact Ryan Ball and address cutting back the culvert and making it deeper on construction drive and grading and addressing issues with maple where it comes into construction drive. Voting: Tuter, yes; Cookson, yes; Martin, yes; Crockett, yes.  Motion carried.

 

  1. Mayor Tuter made a motion, with Trustee Martin seconding the motion, to approve $360.00 to purchase items to renovate and rehab Christmas decoration and setup. Voting: Tuter, yes; Cookson, yes; Martin, yes; Crockett, yes. Motion carried.

 

  1. No motion needed. Agreed to set a schedule for volunteers to help rehab the Christmas decoration.

 

  1. Trustee Martin made a motion and Mayor Tuter, seconding the motion, to set attentative date of September 22nd weekend to paint town hall building with paint that was purchased pryor, with power washing done the week before. Posting on Town Facebook for town volunteers to come paint. Voting; Tuter, yes; Cookson, yes; Martin, yes; Crockett, yes. Motion carried.

 

  1. Trustee Martin made a motion, with Mayor Tuter, seconding the motion, To put the propane out for bid to the previous years bids by end of August 2018 . Voting: Tuter, yes; Cookson, yes; Martin, yes; Crockett, yes.  Motion carried.

 

  1. No motion needed this is a civil matter.

 

  1. Mayor Tuter made a motion, with Trustee Martin, seconding the motion, to approve rerouting the traffic on Main street during Crawl-O-Ween. From 6pm-8pm reroute traffic from Beach to Wall the out street will be determined later. Sending a request to county.  Voting:  Tuter, yes; Cookson, yes; Martin, yes; Crockett, yes.  Motion carried.

 

  1. No action taken to address upcoming events.
